Protection of management, staff, and families in high-threat environments

Protective services must be appropriate for the actual level of threat faced. Threats range from wasted time caused by unfamiliarity with a foreign culture or location, to embarrassing situations that could produce bad publicity. They escalate to threats from accidents or medical emergencies, or from natural disasters of fire, earthquake, hurricane, volcano, tornado, or floods, and physical dangers such as being kidnapped or killed by the targeted design of a criminal either for profit of because of a hostile political or economic environment.

Who Needs Protective Services?

Protection should be provided to anyone whose injury or loss would have a negative impact on an enterprise such that the sums involved in providing protection are deemed cost-effective when compared to the alternatives. Note that by this definition there need not be an exceptional threat involved to provide some level of protection. Also, note that by providing facilitation services, protective agents may free up enough of their principal's time to more than cover their costs.

When you travel or work in an executive capacity outside of the United States, Canada, and Western Europe you, and members of your staff and family, are potential targets by criminals for profit or for political reasons. The costs to the enterprise in the case of a kidnapping may justify protective services for some executives and their staff and families who would not merit protection in the U.S.

Criminals are risk-aversive businessmen. They generally invest a good deal of time in choosing their targets, and look for targets of opportunity where they will face little resistance. If you are in the private sector and being protected, most criminals will move on to an easier target, where no protection is being provided.

Unfortunately, the very success of protective services (i.e., nothing bad happens) often legislates against continuing protective services being provided. There are three factors that come into play in this decision.

  • Protective services can be very intrusive, with the intrusiveness directly proportional to the level of risk faced.
  • Protective services are expensive, with the expense directly proportional to the level of risk faced.
  • Most important, unless incidents happen on a regular basis to those being protected, or to associates of those being protected, those involved - the people being protected and the people paying for the protection - become desensitzed to the risks, and eventually feel that the intrusion and cost outweigh the risks.

LUBRINCO's job is to determine the actual level and nature of the the threats (without which the IRS is likely to classify protective services as taxable benefits) then reduce client vulnerabilities to move move them from the attractive potential target category into the unattractive target category. thus inducing criminals to go after a more vulnerable subject.
